Describe in your own words what Op means. To me, the attention of it is Op. If only a small amount of people used (said Op object) then chances are, it wouldn't be brought to the attention of others that it should be nerf.
Example: Spammes, if enough people use it, its Op, cloak, scramble rifle, myo, and obvious proto.
If its just one then who cares.
Example another game: In Dc Universe Online, The Dash Attack wasn't always a supercharge until it was spammed in Pvp and area. So the dumb Devs in the game made it supercharge, which made the move almost useless.
My version of something being Op is when a large enough amount of people use it.
What is your definition of Op in your own words.

I usually ask myself: 'Jonny, what is OP in dust these days?'
'Good question Jonny, well weapon X seems to be raking in the kills. However weapon Y is destroying me. It deals extra damage to A and reduced against B. And seeing as I am a B tanker it should be doing less damage to B, but the opposite is happening. Not to mention it does M type of damage which happens to be something I should be resistant to due to my Sentinel Passives.'
'So what is more OP?'
'Weapon Y.'

I wouldn't rely on attention being the measure of something OP under certain conditions.
If a change was made and people start doing something based on that change (example: myofibril stimulants having bonus to jumping) then it doesn't confirm that it's OP at least during the first week or two after the change. If the use of such an item declines after a while, then it means people were just trying it and a lot of them probably didn't find it effective as people figure out effective counters against it. However, if its popularity still continues for a long time afterwards and you're still seeing jumping beans all over the place for a whole month or so, then perhaps it really is OP and perhaps the counters are not effective enough.

To me Op means overpowered, in reference to other things. if everything is buffed instead of nerfed, everything is still balanced because the difference to the reference point has not changed.
FOTM means flavor of the month indicating something is very enjoyable for many players because of power, or aesthetics, concept awesomeness, it might give a positive feeling despite its competitive performance, etc.
Example, jump mods were FOTM for a short while because they were very fun, but they didn't keep performing well in battle. Some players hated the concept of it and went to the other extreme of avoiding the FOTM instead.
Aim assist was once considered OP by some players. lol. Despite it being able to be used by all with a controller. (usually when they stated there reasons for hating it, giving the facts of what players could do with aim assist, you might realize that CCP invented aim assist to achieve those facts/make those facts real, which was hilarious, players where complaining about CCPs design goal which they achieved). Reduce the aiming skill difference between vets and noobs to improve NPE and makes weapons perform at a more consistent level because mistakes in aiming are harder to make. |

Maybe a weakly dominating game mechanic?
- Mechanic B is weakly dominant if Mechanic B dominates all other strategies, but some (or all) strategies are at least as good as Mechanic B.
By my definition, Drop Uplink spam is OP.

Something works too well. Ergo, it gets used a lot. There is nothing that is OP, and by definition, doesn't get used too much.

'Weapon Y.' Looks like you really hate the SCR. It's always satisfying to kill an amarr pro assault with my adv speed minmatar heavy ( since he can kill me faster with his scr than I could kill him with my HMG....But lately every weapon seems to drop me really fast :/

Let's take the scrambler for first example It's good at range, it's good at cqc, it's good at charge shot, it's good at R1 spam.
ex HMG+LAV brick HP, very fast, high damage
RE fresbee High damage, unpredictable landing zone
Amarr sentinel Too much base HP, can tank HP, can tank speed, have good stamina pool.
Basically when something gives you a very good advantage out of its intended field of application or is undeniably better than other stuff at the same job.

OP is when i can switch to another item of the same class(suits, rifles, sidearms, etc) and get an isntant boost to my kdr just by using one particular over the others in it's class.

Bringing in a 6 man squad to a 16 man team in a public matchmaking mode. There needs to be some universal law for how much of a team you can bring into a public match in any videogame woke keeping a fun pick up and play environment. Honestly 25% would be the absolute max I'd ever allow if I were a game designer.
Note I said public matches, FW and PC are safe.

As a GalSent I actually do have a strong hatred towards the ScR at the moment. My shields drop too fast against it (which is expected) and it just melts my armor. I can't out rep it if I'm going solo and even with a Logi attached to.me it still packs a punch.
I find your lack of heaviness... disturbing...
