Nope. It is a variation of a module that already exists in the game. I would say it is "better" that the existing module, but not in the way you would normally think.

If it's a BPO of that red bottle that gives melee and speed bonus blend reduced from the individual speed and melee modules, then it's a high slots module and I have several BPC's of them already. I am dubious about it as a reward if it is it.

If it is the item I believe it to be, no BPC or BPO exists of this particular item yet.
Similar items exist, but not this one exactly.
