It's a twist on an existing module type, so not a jump module or anything like that.
It doesn't say what the tier or the module is or how much of a benefit it offers, but I can only assume its a Standard grade like all BPOs are (save APEX but that's kind of in its own category)

Pretty much. I hope there is more to it than is listed, otherwise it will be of little use to me personally.
I will say though, the module itself makes a lot of sense given the nature of the event.

Nope. It is a variation of a module that already exists in the game.
I would say it is "better" that the existing module, but not in the way you would normally think.

I would say it is "better" that the existing module, but not in the way you would normally think If it's a BPO of that red bottle that gives melee and speed bonus blend reduced from the individual speed and melee modules, then it's a high slots module and I have several BPC's of them already. I am dubious about it as a reward if it is it.
If it is the item I believe it to be, no BPC or BPO exists of this particular item yet.
Similar items exist, but not this one exactly.
