Your core skills and scout dropsuit skill (especially any ewar passives from both) are worth way more than shotgun skills. Eventually you'll get to a point where you've maxed out your core skills but you sometimes die fighting an enemy with almost no health left because your damage was too low. That's when you worry about better shotguns, proficiency, etc. The basic shotgun is usually a pretty decent weapon unless you've got proto or heavy problems. I used it long after I could afford better.

Two points, however: #1 he can probably do without the scanner. A gal logi (with the bonus) will likely provide this in PCs. #2 the ScP isn't a necessity, but skill with your chosen sidearm is.
