There's no reason for it past "you dislike it."
That's not a valid reason to nerf anything.

A kincat can completely deny sprint penalty of 2 adv plates and still gain some speed. That's sort of why they exist.
That and to make minmatar nosebleedingly fast.

Kincats vs hit detection are a red herring.

And you cannot sprintwiggle so kincats don't enhance the strafy thing. They only boost sprint. Kincats vs hit detection are a red herring. Strafe speed is derived from movement speed, and movement speed is affected by plates. An additional strafe penalty was recently applied to vanilla plates. Before the penalty, heavily armored Caldari and Gallente Scouts were wiggle-wiggling their way to the top of PC usage charts. These up-armored, light-frame wiggle-wigglers were the target of this additional strafe penalty. OP writes: "Is it possible to change movement penalty to affect more sprint speed and less walking speed?" I'm pointing out only why I believe this would be ill-advised. Perhaps I should've elaborated a 'bit more ... I find the request arbitrary and without any evidence of exploitive play, honestly. But thanks for the clarification. Personally I think adding inertia, acceleration and deceleration to dropsuits would have been better as a solution to wigglewiggle than what we got.

That's how ludicrous you sound Not really shields are inferior to armour, and he is right if you wana stack armour on medium/light frame you should be as mobile as a heavy frame.
most of those 600HP armor suits are stacking ferro and reactives. Only heavies use the regular plates much anymore
