Any numbers that are used here are just example numbers no idea if its balanced numbers for the effect of the active ewar equipment.
Something this game has been missing is an offensive force multiplier. Now this does not mean this will make a solo dude a super op merc But it will make a group of people very hard to kill unless you focus the guy with active E-War.
Electromagnetic Equipment Jammer: Amarr should get something that fits them. The amarr want to make you feel powerless. So based on that I have an idea for this electronic warfare which has something based off of eve but modified to work in dust.
This effect both equipment and weapons. It will make weapons fire with inconsistent rates of fire. Equipment will work at reduced rates. This includes repair tools.
When effecting Weapons Every Time it would normally fire it would possibly not fire. So everytime your GÇÿFirepinGÇÖ would hit the hit the bullet it may not fire the bullet based on a percent value. This would not use up your ammo when it does not fire a round.
Example in pseudo code would be
TryFireBullet if(ChanceToFail is less then RandomlyGeneratedNumber) Then fire else try again to fire in next interval or trigger pull if its semi auto.
When this Ewar hits equipment it would reduce the effectiveness by the Chance to prevent a weapon to fire. So if it has a 35 percent chance to prevent firing of weapon it would also reduce the power of a nanobubble resupply rate by 35%.
ECM Next The caldari love to jam sensors in eve so i was thinking of a way to do that. that would not be completely broken and i thought of this. This piece of equipment Would add random red dots on the enemies radar and tacnet hud. So they would see false blimps to confuse them. This would make it hard for the enemy to figure out where Your teammates are coming from.
it would generate at basic 5 false blimps and maintain them with the blimps moving slowly around the enemy. Them moving around would make it feel like there really there. These blimps would disappear after If the person stops using Transmitting the signal with his equipment.
The range of this E-War would be about 45 meters with a cone of 60 degrees. This could make battles more interesting if you could make a entire squad leave an objective because they see false blimps in a city. only to return to see the point is guarded by red berries.
Suit mobility jammers: Gallente are about up in your face combat.
This equipment would make enemies slower By interfering with their suit mobility enhancers. This would be the shortest ranged E-War of about 12 meters with a cone of 45 degrees. The slow effect would be about 20-30% of their current speed. This would be a great E-War to make it hard for enemies to retreat or if there pushing make it harder for them to get into cover.
Remote hacking transmitters: Minmatar love hacking as shown on there scouts.
This Would allow a player to stand 20 meters away from the target that you're trying to hack but would hack at a reduced rate. Example would maybe 40 percent effectiveness on the hack. This reduction of hack speed would give the enemy time to try and find you but still would make it annoying as now there defences are not just about standing right on the point or throwing an RE on it defend it. You will need to make sure no one even gets near the objective or installation.
But i do think a balancing feature while this module is being used your signature is increased by 25-40%
General use this E-WAR would be constant so our will make yourself vulnerable as you will need to hold the module/equipment out while using it. There would be no lasting effects if you stop using it on a target or targets. You will need to make a choice of having your gun out to defend yourself or Have your E-War out to disrupt the enemy. So being taken out will not be too hard if you are found.
What could make this more interesting is a light frame variant that gets bonus to this. This would make new role in the game and be a good force multiplier. These suits could get a bonus to range. on their Race specific E-War. All these different E-Wars Could be used in many tactics and could be combined to make very powerful teams.

I've only got a month's worth of experience with DUST, so perhaps I'm too inexperienced to speak about balance and whatnot, but here are my two cents anyway.
Overall, I think the concept is really cool, and a unique addition to eWAR would make for some exciting tactical possibilities. I do have a concern though. I've only played with Gallente gear (aside from free fits here and there) so I'll focus there:

In order to get the eWAR bonus, I must have the equipment in my hands, correct? Wouldn't this defeat the purpose of the bonus for a Gal suit? To take advantage of the proposed bonus, slowing opponents down in CQC, I need my weapon. Plain and simple. If I'm within 12 meters, slowing them down won't matter cause I'm dead without a gun anyway. Swap to my weapon and the effect wears off.
Catching a fleeing opponent would be useful I guess, but if my enemy is within 12 meters and starts to flee, I've likely got him down to slivers of armor anyway. I'm not worried about how far he'll get away at that point.
I'd propose a minor lasting effect instead, no more than a few seconds. I expose myself dropping my weapon to use the equipment, but the payoff, should I survive that risk, is I get a small amount of time to take advantage of a slowed enemy. |

Also what if 3 or 4 people decided to use this equipment, way to many extra dots but i have no suggestions on how that could be fixed. |

Well the idea is not to Solo kill someone with this suit. The idea is to disrupt the enemy to help your team. So think about squad play rather then solo play with this idea. Would be annoying as hell to face a guy with a shotgun that can slow you down. Kinda be an OP combo. why the E-War can not be used along with your gun.

In eve Ewar Stacking penalties. so This could be applied. First puts 3 dots on the tacnet hud. second and 3rd user puts 2. 4th user puts 1. Though i think all the E-War should have stacking penalties for balance.

I'd like an equipment that you leave on the floor, about the size of a remote explosive.
It does nothing special, but when someone scans, it shows like an enemy...
Could really screw with the enemy team using them... Ambush could potentially have people performing an ambush for a change. |

Hmm deploy-able versions of this E-War would be cool. just so long as there both deploy-able and hand-held versions of it. Gall Active E-War would probably be better as a deploy-able anyhow.
