Can a battle be opened and run 23/7 just rotating people into districts as people leave rather than the whole 150 clone match or whatever?

I was thinking for faction warfare, actually, to represent constant warfare.
Godin's other thread has merit.
But tie LP/ISk rewards to time spent in match, combined with your warpoints and how much your team contributed to planetary SOV.
make it the meatgrinder we always wanted.

Tie earned ISK/LP to your warpoints and the team's sov gains while holding points.
Set the installations to respawn in place as neneutral every ten minutes.
You must earn 1000 WP in order to qualify for match rewards which are calculated by WP earned and SOV contribution.
Have the server run a tally once when you enter and once when you leave.
Kinda like running a facwar complex only the server fills the districts one by one in order of how contested they are.

Im not pissing on the idea, I just wanted to know what can I do in match that help my faction? Because right now the end of the battle determines which way the Sov change goes. Obviously if the battle never ends that doesnt work, so what metric is used measure battle control? The more hack points held the more sov changes.
