Even if the timer for REs start at release, unless someone is tossing from a tower(which is the most legitimate complaint I have heard so far), 5 seconds is plenty for even a heavy to get out of the way.
The "problem" is that normally when this happens, you are in the middle of a fire fight and too focused on that to be aware of the rest of your surroundings. Most times the REs aren't even thrown directly at you, so you have even less distance to cover to get out of range.
Until I see Rattati mention the data showing REs to still be a problem, I am inclined to believe they are fine.

The fact that REs are equipment instead of grenades means REs are not meant to be bigger grenades. Id honestly support a 7s activation time. If they are equipment why do you have to go into the weaponry tree to skill into them?
And yes, REs when being outgunned IS the right way to play. Its play/counterplay. When people are spamming Logi/Heavies you use what is best to take care of that. RE spam is as much a symptom of Logi/Heavy spam than anything. It would be stupid to send a bunch of assaults in with lesser rifles against a bunch of heavies with HMGs.

REs should have a longer activation charge and the damage/range from the RE should be looked at. What evidence do you have that says what the "intended" use is?
The charge time is supposed to be 5 seconds. Five seconds in an FPS is an eternity. If someone put themselves in position to ambush you, and you did not:
1) Recognize the person throwing to kill them before they could detonate.
2) Use your eyes and move away from the object
3) Simply run in one direction for 3 or 4 seconds
then you deserved to get blown up.
There are plenty of ways to counter RE use, and if you don't use them, don't expect CCP to just make the game easier for you so you can be more invincible.
The only legitimate complaint is the RE slippage and movement. I hate that as well.
