Poll- answer below.
1 who agrees that cloaked scouts are somewhat easy to see moving in MOST maps(background,lighting,stuff)
2 who agrees that cloaks shoud have pg/cpu SLIGHTLY REDUSED (3%?)(to fit on std scouts for newbies)
3 who agrees that cloaked scouts should have their tone/color redused? (Make them a bit more invisible.)
4 who agrees that they should be fixed?
5 (for scouts) who agrees that they will have a better chance of running through crowds without being Insta popped by someone who saw a blue blur running with what is stated?

1) I do think that in some instances they are easy to see, while in others they are not. I think that given the cloak nerfs, the fact that they can no longer be used for easy combat, that perhaps they could make the cloak less visible in movement (I think that they are fine where they are if used when stationary).
2) I don't think 3% will do much. I think that instead of a per level bonus to cloak that the entire bonus be unlocked at std level (possibly ADV if somehow this is a major issue). That way it will still provide some benefit for new players that want to use it.
3 and 4 I think are addressed above.
I don't think the point of cloaks should be to run THROUGH large groups so much as run AROUND them.

You're less visible in the dark when not cloaked, but clear as day when cloaked.
On the other hand you're almost completely invisible in the sun.
It's messin' with me head m8...
P.S. - Cloaks are far too visible. Period.
Life has no "real" meaning. We are just dust particles in an endless world we call space.

1. Unless they had a wallhack or managed to scan every area on the map constantly with no margin of error, it would be impossible to say yes it would be a Toupee fallacy.
2. I believe that the STD Cloak should receive a CPU/PG reduction since it offers no dampening bonus. Giving them a high CPU/PG makes them near-impossible for new players to use since they require at least Scout Operation III to fit effectively, which new players will not have.
3. Provide justification. 4. Provide an issue that needs fixing.
5. This is illogical in my opinion. Scouts (nor anyone) should be running through a crowd of people. Not to mention that the Cloaks were designed to make traveling in open areas safer (which they do), not a weapons delivery system.

That ONLY comes into play when someone says they ALWAYS see something...
The OP clearly did not use the term ALWAYS, therefore the use of it is moot.
The misinterpretation of this and its constant over use is becoming cliche and a major pet peeve for me.
If someone uses a cloak, and notices a significant number of times where others are able to spot them moving, that is a valid observation.

I think cloaks could be tweaked, but overall work pretty well.
I think they are appropriately easy to see. If someone is sprinting out in the open, then there should be a chance of spotting. A player should still have to use some stealth.
I think though that there should be a greater difference in how much you can see the cloak shroud. As far as I can tell, someone barely moving while cloaked looks the same as someone fully sprinting, but I could be wrong.

Unfortunately I don't think the shimmer can be changed (at least not easily or soon) because they used the same VFX for cloaking as they do for the invisiblity upon respawning. Since changing the shimmer is (probably) off the table, there are a few things I would do to buff the cloak.
Option a) Reduce the cloak swap delay by about 1/3
Option b) Slightly reduce cloak fitting costs
Or possibly both. This is assuming that the "sprinting cancels the swap animation" and "swap is still slow even if you're not decloaking" things are unintended and will be fixed. I don't want the cloak to be OP or used with shotgun scrubbing but these seem like reasonable changes. As it stands the cloak just feels really shitty to use and is too easy to counter to warrant the benefits.

That would help economically but we would still be seen and it would suck.
