I don't mind being killed by scramblers, I'm Matari after all, but 699 damage at eight meters, what's that bs? 
Why the hell is a long range weapon so good at CQC?

You're kidding right? I've used it in CQC, you do the same thing as the ion pistols:spam r1 till red is dead, no skill requirements for that.

That's ignorant, it's the sp sink that decreases it's use, you need the Amarr assault to make it truly safe to use (15/16 shots if I remember) and 3million sp is a heavy payout for those that don't already have it, or don't play Amarr.
That's like saying to an Amarr commando: skill into the Minmatar scout and get nova knives, even though you don't use either!

Then, if it was a proto ScR or even a maxed skill advanced, it's normal that it killed you fast. I mean.. every rifles kill you fast when they are maxed!
It was advanced, no idea what his skills are, but the fact that this long range weapon is murderous at close range is simply a fail on balance.
