It has 139% efficiency toward shield at proficiency 5 and does 99 damage per shot toward shield with proficiency alone not to mention it has over 1000 DPS toward shield and you can't tank shield as high as Armor suits can tank Armor.
I bet if armor had a exact ScR like copy but that did 20% extra to armor, they would QQ like punks too.

If you can fire 7 shots a second, which is 420 RPM (mostly everyone can) you have a DPS of about 770 towards shield not to mention a lot of people can also go over 420 and SCR is pinpoint accurate making it deadly at long range. Also, if you are like many Amarr Assaults walking around now a days, they charge their weapon so add that into DPS which will calmly make it over 1000. I know what you are gonna say, a charge shot takes time to charge true, but what else do you do when behind cover?
I have a ScR and I walk around with it charged almost 80% of the time whether there are enemies or not. I can't charge my CR like that, I can't charge my AR like dat. Anyway, 7 shots to take down 700 shields (not including the damage mods) is quite OP where as it takes a whole clip from a CR and probably 2-3 seconds to take down (Accounting in for stupidly high dispersion) to take down like 500 shields.

If I can get 450 RPM by tapping on my computers touch pad, i'm pretty sure others can get there too with a controller.
