The suit has never been the problem - it's been the weapon. Because of the different damage types and the different kind of tanking heavies your weapon is likely to face a heavy you're weak against. In such cases you're pretty much forced to get 45 meter+ to handle the confrontation. This is why the heavy is damn slow - and if he brick tanks, he'll be unable to react to situations handed to him. He'll only be able to fight what's in front of him. And in a tactical shooter game - this isn't ideal.
