The suit has never been the problem - it's been the weapon.
Because of the different damage types and the different kind of tanking heavies your weapon is likely to face a heavy you're weak against. In such cases you're pretty much forced to get 45 meter+ to handle the confrontation.
This is why the heavy is damn slow - and if he brick tanks, he'll be unable to react to situations handed to him. He'll only be able to fight what's in front of him. And in a tactical shooter game - this isn't ideal.
And if they shield tank their shield return rate drops significantly - making it slower for him to return to the field after sustain damage. And with how the meta of weapons is completely against armor tanking *Most weapons currently used do extra to armor* it's a bad idea to keep fighting when shields drop.
all-in-all, if TTK was improved across the board you wouldn't feel so overwhelmed by the heavy, who probably feels overwhelmed by all the ranged conflicts.

I believe the problem can be solved quite easily using Breakin Stuff's idea.
Extend the range of the HMG, give it the 10% damage nerf that the rest of the rifles got, limit its turn speed.
From here you get:
A. A long range suppression weapon that is scary, but can be beaten in CQC with some footwork (Normal)
B. An HMG that isn't limited by the same turn speed limitations allowing it to work in CQC, but at the cost of raw power (Assault)
C. A hugely deadly HMG that can massacre people, as long as the user is skilled (Burst)
