I would say that both are CQC oriented with the Gallente being the more extreme in this interpretation. Both use speed to their advantage with the Minmatar having speed even when walking, but the Gallente only using speed while sprinting.
Though, I believe that there is one definite place where battle doctrine of these two races differ that defines the strengths and differences of their equipment.

The Minmatar: You can substitute speed for armor and shields because if you don't get hit then you don't need all the protection: the key is to out maneuver.
[*] The Gallente: Expect to get hit, trying to avoid getting hit in close range is futile: overwhelming through speed and armor is key.

Actually, the Gallente rely heavily on stealth to close the largest gap and flank before making a sudden push.
The Minmatar were not originally stealth dependent. Therefore they rely solely on speed to ambush targets rather than sleath. They hope that their maneuverability affords them the ability to catch their targets in disadvantageous positions.
Similar results but different methods.

Trust me when I say that the Gallente Assault is better for in your face CQC. I know because I tried for two months to use the Gallente philosophy on Minmatar Assaults but it never worked correctly. I finally gave up and I know run Gallente Assaults.
