Do other FPS games have the majority of players in matches not doing anything?

I can not say for sure but I would say most other FPS do not reward AFKing as much as Dust.

Makes me think we shouldn't be able to see who we are facing in pubs. Perhaps 100K ISK to see it.
I've gotten to the point where I'm going to leave match if I see anybody on the opposing team that my blueberries might be fearful of.

I would say this is the most accurate reason why.
If you read Rattati's post on creating a new SP system where noobs have it skewed towards passive SP/WP while vets have it skewed towards active SP/WP (read the thread in case I have over simplified or misstated the system), you will find that they already have a good idea in place.
I will also point out however that until certain matches become more balanced and there is enough benefit to making an effort and making the risk worth it, you will always find a significant number of redline snipers doing little/nothing and AFKers too lazy to snipe.

Seriously, in FW, you can get as much LP for AFKing as you can for going 150/0.
