Back in November a guy suggested running all MLT for the month as a fun challenge and to see how many people actually depend on Proto gear rather than actual skills.
All I saw in the thread was a bunch of guys saying "This is useless, I can stomp as easily in MLT gear as I do in Proto" yet nobody signed up for it
What a way to show your skills right?

Dude, I have a Porsche and you suggest I drive a Camry? I can drive both, but I worked hard for that Porsche.

There will never be a true, competitive nature in this game because CCP is too terrified to remove power-leveled, tier based gear and are just as likely to never implement game modes that contribute to a fun gameplay experience that doesn't rely on that gear.
For some reason CCP Shanghai took the 'competitive' nature of Eve Online to a whole new level in all the wrong directions and to this day will not do anything about it for whatever reason.
There is nothing competitive about power levels and it's the entire reason why no other FPS game has it. Just as well, you will never find a player who plays Dust 514 that is willing to admit that it is probably the most pertinent reason as to why not many people actually take this game seriously.

LOL. Alot of people take this game seriously. Unlike many shallow FPS this one requires more tactics so the 'noob' can still wreck by using good tactics just like everyone else can.

A lot of the 3000 people that play this game at any given time, right? This FPS doesn't require "more tactics" it just requires an HMG or a Cloaky Scout Shotgun/Nova Knife combo. There aren't any "tactics" in this game beyond fielding proto gear and a full squad in any pub match or just spamming the hell out of the FotM in PC.
But please show me some videos of your <5m SP character running all Militia gear and still managing higher than a 1.0 KDR / WLR.

I think there are far bigger reasons that would would be better "pertinent reasons as to why not many people actually take this game seriously." The EVE community probably doesn't because "what is CCP doing making that other side game?!", at least that is what I have gathered from being on both sides. Stupid "Daddy loves me more!" stuff that doesn't happen with Blizzard's or Valve's games. Choppy frame rate/visuals, a game that takes a lot of time to get anything out of it, and failing to be what is was supposed are what most people focus on. IGN's review.
But yes, I agree with the nature of power tiered gear. When there is a clearly superior option beyond "what are you wanting to do", play becomes less important. In PvP in an MMO, if one guy has the best gear and the other guy has mediocre, the favor is heavily on the guy with the gear. In DUST this is less true but still important. My Prototype Scout will have nearly twice the HP of a Basic Scout, be harder to see, deal more damage, and the only detriment is that it will cost more ISK and that it took time to get it. DUST is in a weird environment where it wants you to both work to getting the best stuff, like in EVE, but in a shooter simply "being better" is not the best idea.
To the OP: Ehh, I am on the fence. Most of the time, it is dedicated Squads that are winning the game rather than the prototype gear. A full on squad of guys using Basic Suits and Basic Weapons could probably do the same 'proto stomp' that we see ever match. For me, I just came to the conclusion of "why am I still using basic gear when I have Prototype gear and the money to use it? ISK is pointless and the SP WILL be useless if I do not utilize it."

That guy was me.
And after I decided to take the challenge myself, I concluded that killing someone in a PRO suit with STD/MLT gear is possible if you're leagues better than them but if they're on the same skill level as you then you'll have no chances of killing them unless you get lucky and catch them by surprise.
If you get killed by someone with a MLT suit in a 1v1, you're either unlucky or terrible at this game.

I cant imagine it being fun to be matched against people with about twice the hp and ~20% more damage

If you can go ISK positive in advanced, do it. If you can go ISK positive in proto, do it. If you don't give two ***** about losing 2mil ISK in one match because you are a bawla, then do it. If you only run militia/standard fittings and love to know you make 200,000 ISK+ per match in pubs, do it.
Fit what you want. Lose what you are comfortable with losing.
I run advanced. It gives you a nice step up in power, without feeling like you are playing Dust with training wheels. That being said, I don't hate on people running proto every game. That's their business.

Eve isn't about 'the best gear' in any sense of the world though. Sure, T2 guns help. Sure, T3 versatility is great. It's not going to win you the war though and Eve is much less reliant on power-levels than Dust 514 is.
Even with the best gear in the game a Frigate is never going to be able to single-handedly kill a Titan. It's an extreme example, absolutely, but if you pit a BPO outfitted merc against a Prototype outfitted merc, there's a lot of consideration that has to be taken into account. The BPO gear is still sufficient enough to actually kill even the most experienced veteran with the best gear in the game. A lot of people bring up the whole 'oh well you get a rookie ship in eve for free' but that rookie ship is never going to kill anything beyond a Frigate (MAYBE a cruiser).
Power level shouldn't be everything. There is a whole rock/paper/scissors meta in Eve Online that a lot of people don't really realize. AHACs are great against Battleships because of their speed and size, Battlecruisers are great against AHACs because of their sheer damage output and relative size, Battleships are great against Battlecruisers. It all comes full circle. This sort of thing doesn't happen in Dust 514 because everyone can kill everyone and the power levels are just that. There is no rock, paper, scissors beyond a small variation in TTK (talking fractions of a second) depending on what weapon you use and whether or not you're using shields or armor.
So, that being said, the power level gimmick is just that: A power level. It increases based on the gear you use as opposed ot something like Eve Online where a new player can still wreck kitten against an experienced player in the right conditions.
