The idea's that have been put through lets face it are great.
now im not sure if this idea has already been put forward i read similar to what im about to say so sorry if i mis-read a post.
But like the ideas lots of people have had of downed ships (crashed on surface).
so lets say a black ops ship has infiltrated an enemy relay and down loaded star maps of the location of the current positions of enemy ships.
its chased and shot down crashing in to a planet. ( insert race specific ship here ) is now on the planet surface the crew dead the ship systems beyond repair the only thing left of any value is the information it holds.
1 race lands to the north of the wreckage while the other race lands to the south,
race one are here to retrieve the stolen data as not to let it fall in to enemy hands, race 2 are here to collect the information to help with strategic attacks to there enemy.
each soldier has a auto download system built into there drop suit that acts as a relay to the drop ship in orbit. But to down load the information the soldier must be within a certain proximity to the computer on board the wrecked ship. As more friendly soldiers enter the area the information is dispersed among them allowing a faster retrieval time, but as enemy soldiers enter the area the download speed slows. if the same about of enemy and friendly soldiers are in the area the computer is overwhelmed by the amount of different systems and does not upload to either race.
only when one race has completed the download can they leave in the knowledge that there the only ones with that information.

Going more along the lines of this idea and how dust influence EVE, another idea i have is as follows.
What if this was a first step towards holding a holding an entire area within EVE.
So lets say for instance this mission as described above is step one and the Caldari are the thieves and the gallente are the original hosts of the information.
so if the Caldari complete this mission they advance to a second mission and if succeed a third mission and so on to say 4 missions in total and on the 5th mission it is an all out assault on a gallente base with the gallente defending and caldari attacking.
If the caldari win and take the main base in the EVE universe lets say all these missions took place in say Vale of the Silent. Then corps or player race(not sure which would be best) who are aligned to the Caldari or who are Caldari race are granted bonuses.
such as PoS uses 50% less fuel while are is under Caldari control, Mining speed is increased by 30% and stuff like that, im trying to keep it so that it doesn't affect PvP but that would be up to CCP.
that area could not be attacked by another race for a set amount of time, say something like 6 hours. not like we don't have enough areas to keep the Dust guys busy and is not to short for no one to bother and to long for it to be to over powering for the bonuses.
once the time has run out a race may then attack the given area following 5 missions. if at any point the attackers lose they have to replay the map until they win. before they can progress to the next mission,
each mission/map would also change depending on which race was fighting which at a specific time.
