for APEX suits:
scout- Minmatar (speed hack together with remotes is fairly potent)
logi- Gallente (no uplink sucks, but scans and breach ar put it over)
heavy- Amarr (sidearm truly sucks but those hit points put it over)
assault- Amarr (also sucky sidearm, but good module set and uplink)
commando-Minmatar (modules are pretty weak but the light weapon combo put its over. i love calmandos, but reg snipers suck, tactical would have been way better)

commandos function better at a distance because of crappy their stats are.... the calmando can forgo tanking or regen modules and still function relatively well because of its higher sheilds and, stack dmg mods to just destroy infantry

the cal commado is hands down the best sniper, but that is not the reason its the best commando... the extra 37% dmg on a RR/SR while having a manageable tank might have something to do with it :D

* Scout: Before the change, Caldari all the way. Now I think Gallente is best as it is impossible to see.
* Assault: All suck having no purpose or "special thing" that they can do over the other suits. However, Minmatar Assaults are fast enough and have enough HP to make them the best of the mediocre bunch.
* Logi: Minmatar.
* Commando: Minmatar, by miles. Best weapon bonuses.
* Sentinel: Amarr or Gallente.
Worst suits:
* Scout: Amarr. Slow and the ability to see people is not that great if you can be seen.
* Assault: Caldari. Crap bonus.
* Logi: Caldari. Crap bonus
* Commando: Gallente. "Here, be really slow and get a bonus to close range weapons!"
* Sentinel: Minmatar. Whereas the Scout and Assault lose EHP to get a good amount faster, the Sentinel loses EHP to get almost no benefit.

Runner Up: Minmatar, Knives instagank pretty much everything and pretty good AV. Also very fast
Assault: Minmatar, Nice dual tanking, great bonus and good slot layout
Runner Up: Caldari RR+5 damage mods nuff said
Logi: Minmatar: Rep tool bonus is nice along with 3 extra equipment slots for maximum effectiveness and creativity
Runner Up: Gallente, Uber scans+ 4 total equipment slots
Commando: Minmatar, Nice versatiliy with CR and MD for Anti-Infantry or CR+Swarms for AV support
Runner Up: Caldari, Scrubby Instagank Weapon + Scrubby instagank weapon= scrubbyness, RR and SR is a very annoying thing to deal with
Sentinel: Amarr, finally Amarr wins something. Nice Armor tanking and WP farm
Runner Up: Gallente, Nice independent Sentinel with good reps and armor

What I do find interesting is despite my shield vs armor QQ and all of the people disagreeing with me........caldari has barely made anyone lists here. There isn't a class where Caldari is the clear favorite or winner.

It might not be because of Shield v. Armor. The Minmatar is a favorite in quite a few and they are Shield based as well (though the favor Dual). It is more because of crap bonuses. Logi is bad, Assault is bad, and the only good Commando is Minmatar because of the favorable weapon array.
Now Caldari Heavy being unpopular might be because it is Shield based as it doesn't work well with one of the most powerful combination in the game: Heavy + Logi.
