Why not for vehicles? Depending on the tier of tank mods, the tier of swarms or FG, the skills of the tanker and AVer and the activation of mods there could be a chance, with a minimum 5% with max everything plus mods active for a tank to be one shotted.
As a tanker I think that is fair. However, the catch is that swarms and FG will get a nerf to where they can't put out a routine amount of devastating damage. The devastating damage would be a part of landing a RNG kill hit on a tank. There would be a chance the tank could tank the damage and limp off with about one fifth HP left, but the balance comes from a more hit or miss style play rather than a constant barrage of partial damage that leaves the AVer complaining about not being able to do enough damage on a tank vs. The tanker complaining that their tank is taking too much routine damage for what a tank should have to deal with to be useful.
If you want a more RPG (rocket propelled grenade, not role playing game) style of situation with tanks then this would be it. This would also move AV back to a matter of hunting the tank when it's down rather than just sitting on a roof, popping a can of PBR and one hand aiming anytime a tank comes into view.
The beauty is that even at long range, which right now means you don't do full damage, you could still get a one shot kill. So, some maps do make it easy to see and hit a tank from a roof even to the enemy redline.

Well, right now there are an aweful lot of lucky bastards with ease of use swarms getting pretty good routine damage and lazy getting great hits on shield tanks from rooftops.
The odds of a one shot kill would be low, but possible for that easy crowd. For the solo AVer that puts in the work, they would actually get to have their solo kill.

With that out of the way, this is a blanket nerf for AV weapons as the 5% chance of OHK'ing a vehicle is low to the point where it'll never happen (in a practical environment).
The Vehicle's weakspot is there for a reason, if you want an extreme alpha shot than use it.
The idea though, is still based on the difference between the skills, tiers et al of both the tanker and the AVer. The 5% would be the absolute max so that there is always a chance. This would not negate damage otherwise nor especially damage from coordinated attack that would do the routine, concentrated damage. What this does is give the solo AVer a chance to acrually do the RPG type damage and still let the tanker have a bit more defensive damage.
By the way, the headshot terminology is not meant to be a literal parallel reference. Please don't go pedantic on me man.

You missed the part where I did mention that skill would be a factor. However, it would be the skill that matters; that of the character and not the player. I suppose console players do have yet to understand the difference. The RNG is indeed the same as what is already taking place in this, a video game though you may not realize it nor acknowledge it.
