When I was gazing at the Starmap, I noticed that Besateoden in Molden Heath is mainly controlled by corps that only have one member. I can only assume that they are used for ISK-farming(?). These corps have held these districts for months. Why does nobody attack them? And why does Cap own 40%?

If a corp were to attack one of these districts (iirc one of them was called 'This district is worth more than your village'), what would happen? Who would fight? Would it be a no-show? I can't imagine all these districts being defended by ringers for months - something shady or prearranged is definitely going on...
