I think that the ratio that they are droped should be backwards. I get that the descriptions says that the key is the rare one and its used to lock them but it should be the salvage it self that should be rare. I have 50 boxes in which 2 have been opened (52) 2 keys should be 50 keys. 50 boxes should become 2. After all, it's the salvage tha rate isn't it?
How to fix- add more officer stuff (I got 7 mk assaults, something I could have bought my self)
For a limited time, increase the amount of keys given and set boxes to ZERO. Maybe for like a week. I say this because I've only played dust for about 6 days in which 4 days that included about 5 matches gave me a total of 50 boxes. Over the whole course, I got 2 keys.
After the week or so is over, set the boxes to a VERY rare drop rate. As much has the key is currently.
Finally, give the drop rate of boxes to the keys and reduse it by half

I guess, but even still, there are to few keys to boxes.
There has to be a way to make it better

That said, the drop rate is absurd. I don't mind the boxes being extremely common, but they're entirely too common for the rarity of the keys. As it stands, I have 193 boxes and never gotten a single key. If I were just to pull a number out of nowhere, I think for something like this, 10:1 boxes:keys would be far more reasonable than the current ~200:1. If I were wondering what to spend AUR on, I wouldn't even consider opening a strongbox, because I don't know anything about the possible contents.
That's another problem. I opened my 2 boxes only to find something that I can buy. Last time I remembered, salvage contained MOSTLY rare items/officer weapons.
