Everyone has the access to the same gear and skill sets. Paying AUR doesn't net you a special AR with a 120m optimal range, 80 round clip, 2m splash radius, and no recoil.

Also paying aur DOES "net you a special AR". They're called officer weapons and you can buy them by opening strongboxes. Strongboxes aren't the only place to earn officer weaponry and you can earn keys from missions and salvage. Buying AUR does not guarantee you an officer weapon, does it?
Paying money to have access to something sooner isn't pay-to-win. It's just being impatient. You could spend nothing on Dust 514 and still earn loyalty rank, SP, and ISK. It won't be as quick, but you can make yourself feel better with the knowledge that you aren't paying a dime for this game.

The rest was AUR advanced and standard gear in varying amounts. I think I got some proto Caldari assaults once.
Random numbers are a *****. "Significantly amount more" is a bit of an exaggeration.

Paying money to have access to something sooner is p2w especially when non paying players have no hope to catch up to or keep pace with a regularly paying player. Loyalty rank is a good example. I know mercs who have not spent money on Dust and yet they somehow manage to kill people just fine. Sometimes it takes them a week longer to get into a fitting they want, but at the end of that week they saved money so it's a fair trade.
Everyone's skills cap at V. Once you get to 15 - 20mil SP they start to lose their value. You can fit more protosuits, but your core skills are all maxed now so it starts coming down to your gun game and if you are soloing or with a squad.
It should be noted, that an officer anything does not guarantee you a win. My squads take down people fielding officer weaponry... I don't care what officer weapon you have, when six core locus grenades get tossed at your feet, you die.
