For Scout MK.0 - Always use at least one damp, preferably proto, but adv will probably suffice in pubs. If you don't use a damp, a single scout will ruin your day. Naturally, you should want to use a kincat, and proto gives you the best speed/pg ratio. I find that more than one kincat will damp your fit though. Oh, and don't try to be hardcore by not using a light weapon, because that's just stupid. Same with not using cloaks. My Scout MK.0 go-to fit:
Proto CR Proto Knives Adv Cloak Active Scanner 1x Proto Damp 1x Proto Kincat 1x Basic Ferroscale 1x Proto Shield Extender 2x Adv Shield Extender 1x Nade of choice
> 400 ehp, around a 25DB profile, and sprints at around 9.40 m/s. If there are scanners on the field, I just replace the ferroscale with another damp.
Note that I'll be able to upgrade some of these mods once I level my skills up a bit more. o7

Also, why use a smg over a cr? The cr does more damage, has more range, and is easier to fit.
