Please consider the ramifications of heat sinks on an HMG.
Then realize this isn't a good idea.

Then realize this isn't a good idea. Please consider that these modules wouldn't even be as effective on an HMG as a Damage Mod already is, especially with the high HP of Sentinels/Heavies and the already high DPS of HMGs. Then realize that this isn't a bad idea.
You are aware that heavy damage mods add 5% and suffer stacking penalties?
Three heat sinks translates to about 25% more trigger time on HMGs when taken to extremes (which we can always count on DUST players to do). This includes the burst.
Compare this to the 9% damage of the damage mods on a galsent.
Or the 5% on amarr.
The calsent caps out right arount 4% if you can figure out how to load a beastly 4 mods.
This more or less completely negating the balance passes on the HMGs

This more or less completely negating the balance passes on the HMGs I you really feel that strongly about it, it would be easy to just break the module up into Heavy, Light, and Sidearm versions like the damage mods already are... Just because the numbers aren't balanced in your eyes, it doesn't mean it's a bad idea. Heat Sinks are a great idea, and most people would agree that they would definitely be a good addition to the game...
We have the amarr assault bonus because heat sinks aren't a thing.
This cannot be implemented without a full raft of different weapon mods because it really only benefits amarr.

As Thor said, having nearly 1000 eHP with a ScR acting effectively as a Shield-TAR... No. I would say wait until we see how the TAR acts, but the implications on Shield players is too high.
And as Breakin said, with HMGs as they are... Amarr Sentinels with those would be ludicrously powerful.
The only way this would work is with variants for each weapon class (Heavy/Light/Sidearm), moving Damage Mods to Low Slots, and for the TAR to be properly tested. Then again, the power of the ScR as is against Shields is immense. So I'm still not sold fully, even though the ideas and stats proposed are good.
*I have Amarr Assault 5 & ScR Prof 5.
Actuallt the calsent would benefit far more as weapon mods seem ti be a high slot thing in DUST.
If Rattati made them lows the sentinels and amssaults would have to sacrifice tank to fit them, which isn't a bad thing
But you would be able to run them concurrently with a full rack of damage mods. This would basically negate all the disadvantages of the scram entirely.
New FOTM ahoy.
Hence the heat sinks would have to be high slot. Hence the minsent and calsent and to a lesser extent the galsent would be the winners of this lottery.
