Completely agree with you. Ive been consistant about gaining more shots on the scrambler rifle, especially for AmarrAssault, since it was nerfed in hotfix delta.

Despite being a meant for a longer range, it has a red dot. Its weird, but the TacAR actually handles better at ranges between 50-60m than the ScR, and I assume its because of the ACOG. And its completely reversed as well, the ScR handles a little better at about the 20-30m range...
I'm not trying to argue that there aren't situations where an ScR would be better... I'm trying to argue that the few benefits of using an ScR instead of a TacAR, just aren't worth all the drawbacks that come with using an ScR. Because they really aren't worth it. Its much better to just slap a TAC in and go easy mode, than it is to use an ScR and have to work your way around all the drawbacks for a marginally better performance.
Someone's gotta tell the stupids that their ideas are bad, and I guess it's my job...

I think Rattati and his team did good with the 24 round magazine. Definitely a better decision than the 30 round magazine they were initially going to go for. I would have settled for no more than 20 rounds, but 24 seems to be a good place. I don't see the TacAR getting spammed yet. In my opinion, it is slightly outperforming the scrambler rifle, and we can't have that. Scrambler is supposed to be King of the Tacticals.
If we do undo the scrambler rifle nerf, and return it to 40 or 45 rounds per mag, then it will be where it should. The changes to the tactical otherwise seem okay.
The only underperforming AR now is the regular one. I'm seeing Burst, Breach, and Tactical ARs light people up well. I have happily switched back to the Tactical, for sheer fun, even though the Scrambler is the superior of the two.
There is nothing as lethal as a properly fitted Proto Amarr Assault with a Proto or Officer Scrambler Rifle. Nothing. Even a proto Gal Assault with a tactical is not up to snuff. The Amarr Assault has better stats. Slightly more eHP, more stamina, a more versatile weapon. The tacAR only has its damage profile going good for it.
Brevity. Lets give it more time, before saying the tacAR is op again. I'm using it extensively right now. Lets see how people catch on first. It's currently performing similarly to the scrambler rifle, but the scrambler doesn't dominate the kill feed, because some players just cannot handle a semi-auto weapon properly. So lets just wait and see.
Set your goals high, and shoot for the moon; even if you miss you'll land amongst the stars.
