They are absolutely useless to rank a player ability.

I can create a new character with another PSN account, buy 50Gé¼ aur and spend it and have at least the same level i have on this character and i play since open beta.
A rank system that only shows how much you have spent in the game is totally useless.
Rank should equate with experience / ability.

Rank should equate with experience / ability. And matchmaking should be based on rank? Or should the lower ranks still get pummled by the ranks with greater experience? I think there are other plans for MM.

You are writing long posts just to say you agree with current rank situation.
I'll keep think that current rank situation is just a fail and i've always been against current situation when i've discovered what it was. In my opinion in a FPS the rank should represent your experience, generally people who pay for something have different form of in game gratification (cool camo, special dogtags, etc.), but rank is almost always a matter of experience. Ability just help you gain experience quickly.
