That's like saying "total war points is useless because it doesn't rank a player's ability."
That's not really the point of the statistic. It shows more how long the person has been playing but, more specifically, how much money they have spent on the game. It is there as an ego boost that "I am MAJOR Joseph Ridgeson", which is why it can be turned off. It isn't there to show "wow, that guy is awesome; avoid him!"

These two statements are not connected to the reality of the situation. You are basing the first part: "A rank system that only shows how much you have spent in the game is totally useless" off of "Rank should equate with experience / ability." Those are two separate things. It would be like saying "What car you drive has no basis on how good of a driver you are. I can give Jeff Gordon a go cart and give a 15 year old a Lamborghini. Car quality should equate with experience/ability."
In this regard, the system was never meant to work the way you feel it should. Since it doesn't work that way, your emphasis on it being useless because it doesn't work that way is kind of baseless. I find it intriguing that this post was made only after the change to where your Loyalty Rank shows up in the kill feed rather than when it was first created. Maybe it took you that long to formulate your opinion on it, which is totally acceptable, but I would presume it is because it now shows in the kill feed.
The system is there to reward people who have spent money on the game and who have played the game for a long time. You can certainly disagree with the system in that it gives far too much emphasis on spending money rather than playing the game but it is there only as minor bonuses. The rank now showing in kill feed is there so people can choose to show their rank or choose not to. Supposedly, people wanted it to show off their rank when they killed people who CCP added the feature. Seems to be pretty straightforward: "thanks for playing and supporting the game. Have some minor bonuses and a title. If you wish, you may display your title on the kill feed."
