nobody wants to purcahse access to someething they already own, but people WOULD buy strongboxes as long as they had keys to open them. It works both ways. "Ugh! I have these strongboxes. I need to get my stuff back so I will get keys!" Copy and paste from a previous post I made:
"I watched a documentary on math and how it works with psychology. In one part, a psychologist was stopping people on the street and offering them a chance to get some money by playing a game. He had a roulette wheel. Call black or red and get some money. But he treated people two different ways. Group A was given 10 dollars and asked if they want to risk their 10 to get 20. Group B was given 20 dollars, then had a 10 taken away, and asked if they want to play to get the 10 back.

By making the strongboxes, the thing they say the stuff is in, abundant and keys hard to find it compels people to want to know what the stuff they "already have" is. People will see that they have all these strongboxes and they just need the key. Sure, you can flip the scenario both ways to favor selling keys versus boxes. One advantage with selling keys rather than boxes is that it might give people the impression that CCP isn't selling the loot. The loot you earned, you just need to get a key to get into it. If it was selling strongboxes, CCP would be selling the loot.
Of course, gear actually isn't in the boxes. But by making it seem that way, it might compel more people to get keys, "I wonder what is inside!" is more of a mental tugging action rather than "I wonder what I will get if I buy a box." All I know is that there is a reason why games with this mechanic sell keys rather than boxes considering it is a very common tactic.If the other way was better, I think someone would have done it the other way by now.
