The Galscout has 2.50 Passive Armor Repair and 3.00 on all other non specialized G-1 Light Frame's. I use galscout all the time and I feel like it's fine just as it is now. If you really want that extra .50 Passive Armor rep on your suit than you just need to run a Basic G/1 Light Frame (not that it would make a better choice than a scout frame IMO).
Yeah I was going to say....I thought it only got decreased by 0.5/s, hardly something to be worried over.

How does that value compare to Cal, Min, and Amarr regen values?

Sounds about right, I think CalScout is 0.5.

Knowing Rattati the base armor regen is likely based off the base armor HP and then a further modifier by the race and role of the suit.

Yeah I think your right on the Cal. I understand why it needed to be done, Gallente scouts having close to the ehp of a assault while still moving faster, repair at a quick rate and having better passive scans was OP as hell. But with all the eWar/plate/scout fixes I think it's safe to give back the Gal scout is repair back.
Perhaps, I think its best if we see how things play out a bit before making additional changes though.
