After the plate and strafe penalty goes into effect there won't be a need to limit the GalScout's healing ability since stacking plates will be a horrible way to run a G-Scout.

How does that value compare to Cal, Min, and Amarr regen values? I think they get 1 across the board, though I may be wrong. I haven't checked in awhile.

Yeah I think your right on the Cal.
I understand why it needed to be done, Gallente scouts having close to the ehp of a assault while still moving faster, repair at a quick rate and having better passive scans was OP as hell.
But with all the eWar/plate/scout fixes I think it's safe to give back the Gal scout is repair back.

GalScout has a damp and precision bonus, meaning lows can have reactives and/or reppers for their tank slots. I was actually asking if the other suits lost shield repair. I know they gained armour repair and the Gallente scout lost 1.5(half) of its repair rate.
All suits have racial bonuses, so I'm not sure what's the problem there. What I do know is that lows are reserved for biotics, damps and range amps, not tanking(for scouts)
The Gallente scouts ability was to be able to armour repair while no other suit could achieve that without mods. All other suits got a native armour repair as well(which is good imo) but now Gallente can barely out repair those other suits. It only makes sense to allow it to repair as it once did since it was only lowered because of scouts abusing plates.
