I don't feel that strongboxes should contain anything less than AVD gear in large quantities to be honest. I know that you guys want it to be accessible to newer players, but 15 basic codebreakers? You said earlier that the player should never feel like they didn't get their moneys worth. That's not worth the money or time.
I could have spent 14,625 isk rather than the 330,000 I sent in logi suits trying to earn the key in the high WP game earlier, or I could have just tossed away 300 AUR to simply buy the basic AUR codebreakers instead of 800 on the key to open it.
Instead of all this fairly useless basic, couldn't you make it at least ADV AUR variants so that newbros still have access to it and it doesn't feel like a complete waste of time/money to everyone else?

Strong boxes are the "most" reliable way to get officer gear, without being reliable.
I'm not asking for reliable officer gear, I'm asking for there to not be complete garbage.

Getting 15 basic codebreakers is clearly not a winning prize. You can't even sell them for any meaningful amount of isk.
I could go out and do a pub match in free frontline suit, earn 215k in a few minutes, and then just buy over 250 of these things. But generally unless you are incredibly lucky and get that .5% loot drop chance on a key, you actually have to put in effort or real cash to earn them. That effort is not being rewarded when you have the chance to only end up picking up a few basic modules.
Hell, like i pointed out earlier, even the cash value isn't being rewarded. The AUR variants of them are 20 a piece. At 15, that's 300 AUR, less than half the value of the key used to open it in the first place.
This salvage system is absolutely a 'win lose slot machine' with its current loot table.
