The unspecialized medium frame suits getting a second equipment slot makes them the stepping stone hybrid between the Assault and the Logi.
Want more killyness? Go Assault, gain a slot layout with better tank/damage potential, more base HP, and sacrifice the versatility of a second equipment slot.
Want more equipmen? Go Logi, sacrificing some base stats for lots of equipment and bonuses for said equipment.
It even opens the door for players who want to sort-of have both, while simultaneously preventing these players from excelling at both slaying/assaulting stuff and being amazeballs at equipment-oriented team support.
Perhaps more importantly, IMO, it also allows newbros to get a better grasp on the Logi playstyle without actually having to invest into a role that they might find they despise playing.

Where has a non-specialized suit been given anything resembling a specific role by the OP's proposal? Because as far as I can see, this proposal pretty much makes the Racial Medium Frame suits the "jack of all trades" choice- which also means that they are master of none.
Which, IMO, is only a good thing, since such a change could potentially open the door for the Assault to be made into a suit that's more appropriate for actually assaulting stuff, instead of this "jack-of-all-trades/super-flexible" BS that we have now that has never even been prioritized as the defining aspect of the role.
Keep in mind that the specialized roles still gain skill bonuses, and additional benefits (like increased durability or many more equipment slots), so the "unspecialized" medium frame being a middle ground, quite frankly, is the only thing that makes sense, instead of having them being sort of a stripped-down Assault suit.

Even if logistics gets equal slots,it still means they sacrifice base stats for +1 equipment slot for 1/2 of the whole class. Yes,im talking about Cal and Amarr logistics.
A line needs to be drawn,and this is where it is. No to anymore equipment slots for any other classes.
I will open my response to this by saying that I absolutely disagree that an Assault should have multiple equipment slots.
I will also note that the sole intention of the "2-equip" scout was so that scouts had an equipment slot to be helpful, while also a carrying a cloak so that they could cross open ground. That's the original intention... obviously it's been shattered into a million pieces (ex: slayer scouts, "assault lite", and the increasing prevalence of "logi lite"), but that doesn't mean we shouldn't balance things around the intended design goal and usage.
Now, I will also note that the Logi class as a whole just needs a buttload of work.
And quite frankly, I see no reason why the general ineffectiveness of the Logi at present should prevent other suit options from being made useful.
Because when it comes down to it, nobody uses basic frames, unless they are new to the game and do not have access to a specialized suit. It's the only time that it happens.

This right here, is IMO the greatest reason to give the Basic Medium Frames a second equipment slot. Because a newbro who wants to be a logi should not be prevented from being helpful to their team just because they are limited to only one equipment slot.
