Currently I'm using it on the Minmatar Assault and I have it at Sharp shooter V and it seems to have payed off to max out the skill. Though I'm curious, is the dispersion bonus from the Gallente Assault really that noticeable? -25%(Sharpshooter)-25%(Assault skill) would mean I would be getting a 50% reduction to dispersion.
So is it worth it for an avid AR fan such as myself?

As a TAR user, I love the difference..... but not enough to actually use a Gal assault. I hate the Gal assault suit.
The difference is also noticeable on the BurstAR. But the BurstAR is semi-viable right now, so you really can't appreciate the difference. Oh well.

Confirmed for having never played EVE or having a full understanding of Gallentean battle doctrine. You can use Gallente ships at range with rail guns and drones out to really long range with slow ships (IE the Dominix). DUST needs to emulate this at least with rails. Also increasing optimal range doesn't mean you can shoot further, it means that your rounds hit harder out further but still hard stop at max effective range. Well of course in EVE the Gallente have rails but in Dust they don't. So as far as this game goes, the Gallente only use CQC weapons.

Let me have my toys. > Caldari > Brawling > ever Lol wut. But you are correct. Squids can use Blasters as well. The difference between the two is Gallente use drones and the squids use missiles Lore wise the most used weapons in the universe are projectile based. So actually everyone should be running around with CR type weapons.
