Scout Frames start at 35dB. That right there is a balance problem.
Cal and Gal scouts (why Cal has it, is another nonsenical balance band-aid flub) then have an additional 15% lower profile.
Then 10% passive from skilltree.
Then optional 25% dampeners modules.
And cloak equipment (another unbalanced feature) that give optional 5% or 10% dampening
Amarr then gets precision(again, nonsensical) so 25% racial, 10% skilltree, 20% modules.
Minmatar gets stuck with zero eWar (again, nonsensical balance)
So, simple as that is. Just look at the numbers. Compare it with medium and heavy frames, and other scouts.
How did something so unbalanced make it this far into the game? Why would something be put into the game that has no counters?
Nothing in the game can counter a Gal scout. N.O.T.H.I.N.G. And what do they sacrafice to achieve complete stealth?
Nevermind that in FPS, STEALTH IS THE MOST POWERFUL ELEMENT. So, to have characters that can achieve this without counter is called U.N.B.A.L.A.N.C.E.D.
A good start would be to make Precision modules do 15%/20/25%(std/adv/pro). Have decible weaken with range and strengthen with cqc. Meaning every suit should be able to passively scan anything <3meters in the foward 90 degree view.
OH MY GAWD I CAN'T SEE THE RED ARROW TELLING ME WHERE TO SHOOT I'M HELPLESSI repeat, damps are NOT the problem. Just because you can't see them on the radar doesn't mean they are invisible.
On the other hand, SCANS need to get nerfed! Especially passive scans for scouts. If they can't see you through walls without using precision modules anymore their dominance will drop.
Also, giving active scanners team vision was a huge mistake. It was a direct nerf to Medium suits who have no chance to hide from a GalLogi with proto scanner.
The most powerful element in a FPS is not stealth but WALLHACKS. (or in this case: scans)
If everyone can see everyone on the radar the only thing deciding the outcome of a fight is who gets a lucky shot first or stacks the most HP/damage.
Buffing scans in any way or form will totally unbalance the game for anyone that is not a scout.
