Fun Fact: Scan Falloff is being worked in already, and has been called for for AGES by the scout community.
It's actually stickied at the top of Features and Ideas.
Granted, its going to be nowhere near as powerful as you want it to be (Scanning anything and everything at 3m) but it doesn't have to be anyways.
If you can't see the cloak 3m in front of your face, you deserve that freaking shotgun blast to the noggin.
What does need to change are long range, powerful squad shared scans. Since we can't remove the squad share, we've worked with Rattati to reduce the strength of long range scans.
Can't wait to see the final numbers on this!

Again, they did something non-sensical aqnd wrong and messed up balance even more. Balance must be a foreign word in China and Iceland

This will COMPLETELY remove the Caldari and Minmatar scouts from PC.
Scanned scouts are dead scouts. If you do this, you will have to do one of the following
a.) Reduce the base dB of the Minmatar and Caldari frames b.) Give the Minmatar and Caldari suits a bonus to dampening
This happened once already in 1.8 Alpha-Charlie. Gallente Scouts could easily run 2-3 damps and a cloak to get under scans. Caldari were left in the dust, and the Minmatar had to run full damps, which removed them from PC, since they had no advantages over the Gallente scout (Who could just run 1-2 codebreakers and beat the minja at its own game).

Sir, you and I are old, old, old players. We did this when we were 45db, and managed to do just fine. Eventually it has to come down to skill, risk vs. reward. More proof that the gal scout has been made unbalanced. Most scouts in PC aren't running damps anyway. Only the ones who are exploiting the cloak shot glitch seem to be doing it. Just because you can see me, doesn't mean I'm automatically dead. But all but giving a guarantee of alpha damage is unbalanced, especially when compared to other frames. This Scout 514 business has gone on long enough. The only balance CCP ever offered to it is now assaults can stack unsane HP, to buy 1-2 seconds of life... How about nione fo the frames get a dampening bonus? Or all scouts go back to 45dB.
I'm not saying its something that shouldn't be done. I've said it on the forums time and time again, scouts are OP as hell right now.
I'm saying that it's something that needs to be done VERY CAREFULLY.
Due to the binary nature of eWAR, it is VERY easy to completely gimp a suit, or make it overpowered.
I just don't want to see the days of 1.8 Alpha-Charlie ever again. It's the only time I have EVER stepped out of PC and said "I'm done with PC, I can't compete with this suit". I made the minja work through every dang build in the game EXCEPT 1.8 Alpha-Charlie.
