I recently skilled into the Amarr scout and the Proto-shotgun. Although I've heard it's not necessary to use proto I used it anyways. The problem here is not the Scout but the weapons they use. The Shotgun can kill anything and anyone. Coming from someone who just skilled into it and I don't even have Prof 1.
The Shotgun: I say to balance the Shotguns to where Using The Proto Shotgun would be worth using. Meaning nerf the tiers and work from the ground up.
The CreDron Shotgun currently utilizes 8 rounds. Making all the breach variants useless. I've tested this and I can say that the CreDron is far more superior. As you get the confidence of the 8 rounds and the Damage of taking your enemy down as opposed to two.
My first Scout game I went 32 / 4 and every game after that it's always 19 kills and up.
The Scout Bonuses:
As I've noticed when determining which scout to skill into, the Bonuses are completely off.
For One Why does Ammar get 5% Precision and Stamina when Gallente gets 3% Precision and 5% Damps ? Why not just make the Gal just Damps ? It's utterly useless.
Secondly why does Caldari get 10% Range and 3% Profile ?
and Thirdly, Minmitar should not get the Nova Knife Bonus. as The Nova Knife is Caldari Weaponry.

I'm a MinScout and I like the NK bonus, but I think exactly the same above it (about the logic).

The reason was that prior to Charlie, when Cal Scouts and Gal Scouts were very OP and were the only scouts being used, those were the best bonuses that could be arranged given the circumstances.
In order for Cal to be able to properly Dampen, given only 2 Low Slots, they needed the bonus. Same thing goes for Precision on Gal Scouts (Only 2 High Slots).
As for Amarr, they needed a purpose. If Caldari kept their precision bonus, with having 4 High Slots, it would be a pain to have to balance around, so they took the Precision bonus and gave them to the Amarr. Then let the Cal keep the Range, in addition to the Dampening bonus.
Now all 4 scouts have roles.

Ah, you're funny. You will NOT take my Minmitar Scout's bonus to Nova Knives, Caldari weapons or not. Unless you want to come up with a better bonus or go design a pair of rusty knives that are useable within Dust without another patch. |

They actually had a greater Dampening bonus before Charlie, which was nerfed because they could tank even more than they can now.

Well, the Breach SG is not useless only because it is weak relative to the base variant. The Br SG's main problem is that it lacks the ability to kill anything that decides to fight back.

The Gallente precision bonus helps scan poorly dampened min/amarr scouts.
If it were up to me, I'd swap the cal and gal scouts bonuses.
And I would give the min scout a melee bonus instead of knives because they're caldari knives.

I know, before of Charlie was 5% per level; but you don't think 3% per level is too much for a suit with 4 lowslots? I do think that passive bonuses should go to module efficacy so that they need to fit them in order to get the bonuses.
I think that will be helpful for balancing the Gal scout.
A shuffling of modules would also be nice, but from what we have heard from Rattati regarding the difficulty of trying to move Code Breakers to High Slot, that probably won't be happening in the near future.

All anti-infantry weapons have arguably nominal damage differences between tiers, I don't see why the shotgun should be special in this regard. Shotgun is pretty useless at any range except close. It would be like saying the standard/militia sniper rifle should do far less damage then the prototype which it doesn't... likewise turning shotguns below proto into useless weapons won't fix scout cloak play, scout will just spam more ACR/ScR then. |

More so than ever scout play is mostly reliant on playing against poorly coordinated players. If you hear a shotgun go off you should look around that's what I do. Biggest problem with shotguns is that 3 blueberries will stand there next to a shotgun scout not paying attention to the audio cues around them. I think cloaks would also become much less dangerous if they didn't make the same noise that spawning and your shields fully recharging makes. If it had a distinct noise instead of a placeholder noise it would be easier to identify.
Only way to fix scouts is to either remove them or buff situational awareness of players through audio cues when it comes to cloaks and shotguns/knives.
the real issue is the shoddy hit detection that light suits have when sprinting around. All dem shield flares and armor flashes for 0 damage are annoying. Yes, better audio cues would help greatly, I often turn around just to see that it was a blueberry spawning behind me.

I will only except this under one condition.
That the remaining racial knives like the Gallente Hook Knife, Amarr Sword, and Minmatar Prison Shiv are released in the next major update. Until then, the Minmatar scout should continue with its bonus to nova knives.
This is NOT NEGOTIABLE.
