I believe that the Tactical ScP actually has a slight damage advantage over the regular variants. It also boasts an increased zoom value, apparently- though I'd have to actually test it in-game to see if it really does.
The whole "has better zoom" is probably a holdover from way back when the ScP had a scope. Or at least, I assume that it at one time had a (usable) scope, as most of the concept art/renders and even the in-game icon on the equipment wheel shows an optical device on the weapon.
Incidentally, it would be nice if the ScP had an optical sight. I intensely dislike the ironsights as they are- they are very blocky and obstructive.

This mirrors my own experience, incidentally. I initially used the assault variant because it felt as if I wasn't oversampling it. After I juggled some settings on my mouse (mostly poll rate, because the PS3 decides to ignore 90% of device polls), it didn't feel like I oversampled the vanilla model.
Or at least, not nearly as much. The vanilla model also has the benefits of: using less PG and having a higher capacity, as well as the aforementioned higher damage.

I dunno, the last time I looked at it it seemed like it had vanilla-level DMG, in addition to the vanilla RoF and the zoom benefit. It seemed a lot like it was closer to the pre-HF Delta Assault ScP- more damage, more RoF, more everything really.
