The only (purely hypothetical) way to benefit from artificial lag would be to game the serverside lag compensation in a way to make it somehow consistently decide in ways you expect and/or in your favour. This would require a serious flaw in the lag compensation system to be present, discovered and kept secret by a rather large group of players for a very long time which, though possible, is rather unlikely.
It's more likely they've either learned to operate in high ping scenarios (lead shots despite weapons being hitscan), where in closer proximity to the authoritative battle server (the matches being hosted on the asian server when you're connecting from US/EU), thus having lower ping, or both depending on the situation.
Protip: You can guesstimate your current latency by measuring the time delay between firing a gun and loosing a bullet since the former is instant while the latter requires server confirmation to update. This way you can at least tell when your client-side hit detection is going to be unrealiable (hipfire dat kitten!) and its better to lead shots even though your weapon is supposed to hit instantly.
Case in point: King Thunderbold (use html5, play at .25 speed) pings at 200-400ms in every single video I've watched. Note also how his ammo count keeps dropping in a very inconsistent manner despite him spraying the HMG full on. This is indicative of serious packet loss.
Unsurprisingly, he's been complaining about whacky hit detection on multiple occasions when the culprit is likely to sit between him and the battleserver.
This isn't going to magically fix horrible lag (check your router, traceroute to the battleservers to check for irregularities with your ISP) but it should at least help dealing with such scenarios if only by telling you when you're going to be at a clear disadvantage from the get go.
