I was a Caldari shotgun / cloak scout for about 4 months, but found getting easy kills was not my style.
But it was fun though, fun being a complete p*ssy coward. |

With max Ewar dampening you need 2 complex damps on the Gal to get it done. So say the numbers.
In practice, I usually only run 1 complex damp and even in the current scanner environment I have yet to be actively scanned. If you are, just sprint away.

Cal has a small hitbox, Gal have Ewar bonus I believe, Min runs fast, and Amarr is the minitank I believe. Don't listen to me though... I use only Caldari fits.

Which one appeals to you:
Amarr w/passive scans very useful to you and your squad (but scouts can still get below scans if they try). Armor tanked, typically. Caldari w/passive scans that are a bit less helpful, but longer range. Also can be turned into a mini-assault while shield tanked, or dual tanked. A flexible scout, and probably 2nd most powerful. Minmatar w/speed and hacking and knives. paper thin so hit and run is the game. Galente, the master scout race, IMO. Wins the race to the bottom of the EWAR and still rocks lots of HP in so doing. Paired with a shotgun and a cloak and it can choose its battles and devastate single targets at will.
There all pretty good, but different. |

if you want a challenge go Amarr scout so slow even assaults outrun it

Correct me if I'm wrong, because I'm not a scout guy, but can't amarr be made uber fast if you use red and green bottles instead of stacking armor? I understand it would be extra squishy, but could be used to rush into an objective, drop links, hack and get out, then switch to a tanked set-up? If this is true wouldn't it make it the most versatile scout?

If its a Gal Logi with Focused scans, no.
For that situation, you would need 3 Complex Damps and the Proto Cloak.

Amarr is the slowest scout because they have the most tank.
Either Gal or Cal would be the next choice. Given the number of Low Slots you could use on a Gal and the fact that KinCats are Low Slot modules, they would be the next best speed choice.

Cal/gal are almost the same suits (scout). It more depends on what race you like more or what type of tanking (shield/armor) you like more.
(Both suits can get under 15db, both have almost equal ehp [cal around 540, and gal also somewhere near that] )

It's fun and effective. Gallente LP cost 370, ISK is 92k I believe.

It can be almost as fast, hack almost as fast, and knife almost as well given the right fittings.
It's number of Low Slots, coupled with the number of valuable low slot modules make them all around better.
Minjas are more challenging and niche.
