I've been an occasional Minja since 1.0. Not very experienced, so take my advice lightly.
I only have it to level 3, but here's my fit after lots of tweaks:
Scout M/1 Series
-BK-42 ACR
-Ishukone NK
-C-7 Flux Grenade
-X-3 Quantum Nanohive
Lows:
-Complex Dampener (Dodge PRO scanners)
-Complex Range Amplifier (Necessary for planning approach)
Highs:
Complex Precision Enhancer (Scan any undampened Scout, also puts a chevorn over enemy cloakers)
-x2 Complex Shield Extenders (With no cloak, I need to be able to take a few hits)
This fit works well for staying aware of everyone and dispatching heavies. I personally never liked the cloak, and with the scan range nerf I no longer find it worth using. And as Minjas have always been, plan your approaches very carefully. Never engage, only jump someone if it's a guaranteed kill.
Also, not sure what your passive skills are at. Aside from the specific weapon optimizations, I have everything related to fitting reduction and extra PG/CPU maxed out. Regardless of the fit, maxed PG and CPU is vital for a Minmatar Scout.
I know a cloakless Ewar Minja sounds weird, but I really like it. Try it out.

I stopped here and laughed my ******* head off HAHA a minmitar scout needs 3 complex dampeners to avoid a complex scanning suit...someone has NO idea what they are talking about
Read the forum rules and come back. Perhaps you could explain how I'm wrong instead of being immature and unproductive.
Let's take a look at facts:
Minmatar Scout Db: 31.5
With 1 Complex Dampener, I'm around 23. Last I checked, proto scanners are 28. 21 on a Gallente Logi, which would require 2 dampeners to avoid. Not sure where you got 3, unless we're talking about the Focused Scanner; which is a different story. If I'm missing something, feel free to inform me in a civil manner.

I don't use protofits. I used a calculator.
Gallente Logistics 5 grants 25% to Active Scanner precision. So 28 becomes 21.
I've never heard of Precision Enhancers boosting Active Scanners. Pretty sure they only apply to passive scans.
