Speed/Stealth is the BEST way to run a Minja hands down. With 2 damps you NEED to run the complex cloak. When you cloak up with 2x damps, you are immune to all scans short of Gall Logi focused. This will get you under 2x Amarr scout scans. I typically run a CR instead of a BrScP, and Fluxes have far better versatility than core locus. I don't care WHAT you put in that last low slot, but NOT armor. Best choice would probably be a Kincat, but if you don't have the PG, next best bet would be a regulator. As a Shield scout, your first priority should be avoiding damage and avoiding taking enough damage to break shields as a last resort. With 3x complex shields, it will take you QUITE a while to get those back up, which is why the regulator is a good choice, since it gets your delay down to 2.46 / 3.77 for your delay/depleted. Without the regulator, you're looking at a good 6 seconds before your shield start to come back. This will get you killed. Hope the advice helps. Seriously, DON'T RUN ARMOR.
