To find what the stats for this weapon should be, I compared the Burst and Breach variants of the Plasma Rifle, and the stat differences between them (I choose the PR simply because it's the only weapon with both a Br and Bu variant).
Though I'm not sure if the Breach CR should have a range increase seen in other Breach Weaponry, so I decided to leave the optimal at 67m.

Personally, I think that the Breach's fire mode should entirely depend on the fire-mode of it's base weapon. Not only do we have enough full-auto weapons to last a while, but it makes the weapons far more unique.
Also, I'm going to assume you didn't see the thing at the bottom saying that the BCR's RoF is 42% less than the CR's.

Actually CCP Rattati said that after item balance is taken care of, new weapons and variants would be coming. Given how a new weapon variant would be done in a Hotfix, I'm 100% certain that it wouldn't come after "all the hotfixes".

The Breach Rifle variants only follow your pattern because the only Breach rifles have a base variant which is full auto. However, since Breach/Burst/Tactical/Assault weaponry are types found in all weapons, all weapons would follow suit.
Whether or not it is a Conventional Rifle is irrelevant
