Three things I don't like.
1) That the proto cloak is necessary to max dampen.
2) The range nerf to cloak makes it more of a liability than a useful tool.
3) The "cloak delay" applies to any switch from cloak, EVEN IF THE CLOAK WAS NOT ACTIVE.
When you combine the first two, and you main a Minja, it is really a kick in the rusty nuts. If I could dampen enough without a cloak, I would drop it in a heartbeat.
The fact that ONLY the pro cloak can help you avoid scans means I HAVE to sacrifice a lot on all my fittings because of the fitting cost of that thing.
I HAVE to deal with the cloak delay, because though I would like to sneak up on people, I can't do it WITHOUT the cloak.
More and more I feel forced to skill into the Gal scout. It is the only suit that would allow me to continue the play style I had honed over year and a half I have been a Min scout.
Cloak nerfs have made the Gal scout a better Minja than Minmatar...

Honestly scout gameplay is the most fun it had ever been for me. The cloak is more of a transpotation tool rather than a killing tool, as it was intended. There's more risk reward choices with whether I want to patrol my own base cloaked or not because of scan range. Same with when I'm hacking. Also risk reward deciding how early I want to decloak because it does take time. Makes scout play a lit mute fun and rewarding in my opinion. Not long ago, Ghost ran a heavy with an Amarr scout decked with precision mods in tow.
If I given the current situation, if I were to even attempt to approach that situation, I would need to decloak, and be inactive long enough for Ghost to have turned around and gunned me down.
With EWAR so significantly tied to cloaks, it is much more than a risk/reward situation. I don't know who has what when entering an area. If I am lazy and assume that its all heavies and scouts with no precision, then I end up in a situation where everyone knows where my squishy suit is.
Not to mention the Min Assault that was able to take me out from 9 m away because I happened to run in front of him coming out of cover outside of any building or built up area.
I am damned if I do, damned if I don't. If I use cover because of how easily it is to spot "invisible" cloaked scouts, I limit my own field of view. If I use cover like I should, I have zero ability to avoid heavy/medium suits out and about. In fact, last time I was out transporting, I did it old school and did not activate my cloak, and took the very long route.
The ONLY thing it is good for is avoiding being lit up on someone's tacnet. For everything else I find it useless.

That 10% is what keeps me off of Amarr Scout scans and Gal Logi scans (I have yet to show "You have been scanned" so I am almost solely concerned with the Amarr scout at this point.)
The problem is, if there is a full squad, and one of those is the Amarr, all 6 know my position. If I don't dampen enough, and people use active scanners to light me up, that does no good.
I run 200 to 300 HP tops. I can be killed well outside the effective range of most weapons (particularly shotguns), and with a significant majority of fired shots my way missing.
I HAVE to be off tacnet, or I can do next to nothing (see Minja activity from Alpha to Charlie for reference).

However Mustard was known for being a badass scout.....he just was better than the majority of other players at what he did. Given what he accomplished with the officer knives event, I would suggest he was better than all of the other players at what he did.

Hold it right there. No, having an officer weapon doesn't say anything about being the best at anything, it just so happened that spent x amount of time playing with only one weapon for a weekend. Officer weapons equate to the in best, in the same way that the Grammies equate to good music. You had the option of doing better.
If you think that in your best games with militia knives you could kill as many people as he did over the same period, you are probably over estimating your knifing skills.
