Honestly, you can counter it by learning to see the blue shimmer and shoot at it. I have practiced this, and since cloaked scouts are very fragile usually, you can kill them before they uncloak.... and make them rage and QQ on the forums.
I really hope that assaults get -5 dB in base precision. Then I am going to run this fit in pubs:

Ok. So i'll tell you what you should do and what works 100%... Sound.
People with headphones will always turn back (or left,right) when i decloak behind them. And they have egnouth time to kill me before i can even shoot. They can even hear knives charging, or even steps if they are running alone.
I'm playing without sound (because i'm playing with headset and i don't want to have noise in background) and it su(ks.
