You inferred that Q-Syncers don't care about FW and will leave as soon as they get what they want.
This is wholly untrue.
Arkena, Sgt Kirk. Catmerc were here last year fighting and Q-Syncing for the Gallente before LP was even introduced in this game. So was Ghost Kaisar, so was Middas, so was I.
LP is a side show to winning for our Faction.

Elitist, we take just about anybody with a mic. If you are a dbag I'll kick you, but we are anything but elitists. Most of us like team play.
I have more fun when a squad is working together. When I get to play with multiple squads that I can talk to it's even more enjoyable. Despite what you believe I'd really like to see more of Dust take the next step and fight as a group. There are great tools that make the game really fun when it all comes together.
I firmly believe that CCP needs to develop team play further and incentivize it exponentially more for lower SP players (auto squading and/or squad bonuses). Leadership skills, team deploy UI, high end faction contracts somehow Eve driven, etc for veterans.
I'll guarantee that the biggest spenders in this game are players that have immersed in the meta in corps that do PC and now FW. I think round the cloak team play in FW could be built upon to turn Dust/Legion into a monster. But I don't think it gets there just being a solo COD death match lobby shooter.

Mathematically speaking, even if the Faction Apex suits are their end-goal, they would need to grind a minimum of 500,000 LP and 50 Million ISK to get them and that is only for the first 5 suits. However, according to the recent Dev Blog, there are more to come. 15 more suits to be exact.
Running the numbers, that is a grand total of no less than 2 Million LP and 200 Million ISK to get all of those suits. It's a mission for me as it is trying to get into a match back to back and I've been doing nothing but run Gallente FW for the past week and so far I only got 16,000 LP and I'm at level 3.

But again, even if the suits are their end-goal, it will be a very long time by the time they get them all. And even then, they will likely continue FW because by then they will have gained enough FW ranks to practically continue supporting themselves in FW with the extra LP and decent salvage you can sell.

This whole discussion is becoming asinine. Anyone arguing for less coordinated teamwork, arguing for a "Solo Only" mode, and complaining about large scale player cooperation to achieve loftier goals needs to realize there are plenty of boring lobby shooters that accommodate these requests readily. This game is different, and it's by design.

Assuming you can find enough people with that much patience for the grind which I'm probably sure is no problem. Even then, would that mean they will give up going to FW once they get the suits? Probably not. They'll likely keep on going.
PS: I know I will keep on going even if I get all the suits today.

In the past week I've been fighting with MM there have only been about 5 matches (out of 50) where there hasn't been any squads/teams on the other side.

Pretty much this. I heard about this one guy who was still in a corp doing PC that requires a mic but never had a mic. The only reason he was still accepted was because he excelled at following directions and he was the best damn sniper in his corp. XD

There needs to be something if I punish a guy 3 times in FW for team killing.. for the rest of the week I can spawn into any match he is in and team kill him. This also goes for PC battles he is in, I'll be the 17th player just hunting some dirty scrub ass trying to defend his district.
Over 60+ Million SP and full proto in all Caldari Suits. No matter how hard CCP tries Dust just won't die on PS3/Xbox.

This is more or less a combination of several things/
1- Inability to select specific warzones (under a model where we could Syncs would be targeting the warzone EVE militias actually need. Anyone deploying to those warzones would be doing so knowing they would be facing organised competition and increased likelihood on both sides of a Sync)
2- PVE LP system for the soloist farmer plague.
3- People (in some circumstances) not willing to contribute to the betterment of their militia are looking for excuses and whining that they feel their sense of entitlement to win is not being met where more dedicated groups are present.

I agree that q-syncing is fine in FW - how else are teams supposed to really work together?
Q-syncing in pubs is much more of a problem because pubs are the only remaining option for casual battles. Not everyone wants to play at 100% of their gear/skill limits every game.
Also, remove proto from pubs.
