Will they be prefitted or ar we going to be able to modify stuff on it ? If we can't change the modules, it is useless in my opinion !

You can't change the fitting. It's pre fit and cannot be modified.

It comes pre - fitted but you can modify it once when you create a new fitting but once you accepted the change then you won't be able to modify it later - oh and you can't restock as well.

That's a glitch and is getting fixed. When working properly, you will not be able to modify APEX suits in any way.

They use basic modules but have the same number of slots as a proto suit. Their main advantage is you get the full suit bonus and base health of a specialized (not basic) suit. New players will eventually unlock enough advanced modules that they outgrow their proto BPO suits but this gives them a pretty solid edge over anyone still running Militia suits without advanced or complex modules.
The primary disadvantage is that most of them have some utility thrown in, meaning they don't maximize health and damage potential. As mentioned before, the modules are all basic so any non-militia suit tailored to your personal style will always be stronger, assuming the dropsuit ain't militia.
Additionally, some suits like the Amarr Assault currently have been fitted with a range module in preparation of an upcoming balance change. Until said change comes this slot is pretty much wasted, although they should matter after the change hits.
We should totally get a Quafe soda mascot hologram.

I am curious how the hell this bug got into the game. I think one of the things you would check for when it comes to "Prototype BPO's that can't be modified" would be, well, that they are unmodifiable. Kind of like if you were a chef making food you would want to be edible.
But I am not a programmer, so what do I know...

No. You shouldn't. CCP built these specific BPOs with the idea that you get an understanding of what the fitting doctrine for each race might be.

Over 60+ Million SP and full proto in all Caldari Suits. No matter how hard CCP tries Dust just won't die on PS3/Xbox.
