Believe it or not, CCP did have plans for this as part of the "10-year-plan" that was marketed by them a long time ago. The logic is that Dust would first need to stabilize its fledgling economy and then grow to become self-sustainable like Eve Online which would then allow for a player-driven secondary market. At that point, once the ISK value of both Eve Online and Dust 514 have reached an equilibrium, the ISK transfer would then safely start.
But this was a long time ago before Fanfest 2014, before Legion was announced, before Rattati took control of Dust, before everything has changed basically.
Nowadays, I don't think an Eve-to-Dust ISK transfer would be possible given the mountain of changes being made to the development of Dust. Unless of course CCP Rattati can figure something out to keep it balanced.
One more thing. CCP does have the ability to just simply switch the ability to transfer on and off between an Eve and Dust player. I saw it first hand... by accident like everyone else did back in closed beta. This was back when Dust was running on Singularity (Test Server) instead of Tranquility (Live Server) back in 2012. CCP released an update during that time that changed a lot of things but didn't realize until about the next day that Dust players were able to transfer ISK on Singularity from their Eve accounts. CCP quickly scrambled to shut it off and it resulted in countless ISK flowing into Dust which screwed up the gameplay quite a bit with players protostomping like crazy match after match.

It did happen. Not on purpose at least. It was a miscoding on the part of CCP that accidentally flipped the switch on. CCP switched it off immediately after but it was too late.
I was there.

CCP switched it off immediately after but it was too late. I was there. And then they went in an cleared all transferred ISK and assets, so there was no trace of it.
Some of the players did try to be clever about it by turning all of their ISK into assets so that CCP won't be able to take away their ISK. But then CCP put those players into negative wallets spanning hundreds of millions of ISK.
