I've messed around with basically all my scout fits using a cloak (yes I run some of them without it and it works fine), and here are my impressions.
I think you did a great job with the cloak delay, now you can shoot only when fully decloaked which is completely legit, and you didn't make the delay to large so that using the cloak doesn't become a penalty. Great job.
However I liked much less the scan radius reduction, even if it actually bumped up my K/D with suits not fully damped (full kincats yeah). The original idea seems good, but 85% is way too much, you're penalizing the true scouts and pushing people to run light assaults which is what most people are complaining about. Here is why I say that. What's the advntage of an ewar dedicated scout over a brick tanked one? He can see the brick tanked one without being seen. However with that ridiculous scan radius (4.5meters so 2-3 steps), the ewar scout sees nothing more than the other one. If he decloaks to detect the brick, the brick will see him too and kill him thanks to its much higher HP. That's a first thing. Then when you're a true scout, you're freaking fragile, so when you want to stabb somebody, it's important to know if there is a guy with a big gun right behind him. What happens is that you jump in, get the kill (or not) and die. So what do you do? You put more HP modules to have a chance to survive, once again this change is pushing people to stack HP.
Now let's talk about the use of a range amplifier. A min scout with one complex range amplifier has a bit less than 45 meters scan radius which turns into... 6.75. So the min scout still doesn't see anything. In this game meters are small, and a cloaked scout hacking a CRU can't even notice the heavy spawning on the other side...
Precision enhancers also become useless for scouts as they only make a difference when trying to detect another scout. As you can detect the guy when he's within 5 meters, you're already dead. That's what happened during the last game I played, I used my super fast Min scout (so only kincats). I fought in the new Caldari thing (awesome btw) all game long and I didn't die once whereas there were permanently two Gallente and one Amarr scouts, so suits that should scan me. But they were cloaked, so they did not. Each time I was spotting them with my eyes, flanking them and killing them. Each time they were reacting when I was right behind them, too late to avoid my knives. Yesterday that would have never happened. I would have got massacred (well I would have taken a fit with two damps to not get slaughtered but you got the idea).
I agree that seeing everything while cloaked is OP, but not seeing a heavy right next to you is ridiculous. You should change the scan penalty to 60% so that a scout dedicating his fit to ewar can still get benefit of the sacrifice he has to make.
Also you could give more interest to the proto cloak by reducing the scan radius penalty between tiers, for example : STD : -70% ADV : -60% PRO : -50%

An assault can sit next to a sentinel and scan it without being scanned, so I would find normal that my scout with half the Assault HP can see the sentinel The sentinel doesn't see anything, that's the trade for its HP and powerful gun, to me it's fair. |
