The trick to making F2P games is to be on the edge of P2W... without falling off.
I don't believe this is pay to win. This is pay to undo mistakes, and it has an additional ISK penalty associated with it as well.
I think it will probably be cost prohibitive for most to respec every time the meta changes.

Bear in mind, in addition to the AUR cost, there is a secondary penalty: Only getting an 80% refund on skill book ISK. While this is not a huge penalty for newer players, as many skills cost close to a million ISK, characters with high SP will lose probably 10-20 million ISK or more in this transaction.

I am going to lean on the use of all plural references to skills and skillbooks in the patch notes. "Reset your skills" generally does not refer to unlearning a single skill.

For all intents and purposes, I think reset, respec, and refund are basically synonymous. People like to split hairs with terms sometimes, but since half the community is still asking for "respect", I think we have to stop trying that hard. ;)

In general, we were very excited about 1.9 as a whole. The idea with respecs was met with cautious optimism. We knew some people would love it, some people would hate it. It going for AUR should be a good compromise in being somewhat limited in how much it will be used, but available for those who really want it.
