So on my Alt Character which is a Female Caldari, i've probably found the best scout fit for Pro Caldari:

Remove the dampeners, you get a 15% dampener bonus from caldari scout V and another 15% bonus from profile dampening V...2 enhanced dampeners. Replace them with complex codebreakers and swap the magsec with an Assault SMG (i prefer it)
other than that, it is a pretty decent knifing fit

Tank it like there's no tomorrow, caldari scouts are not scouts, they are light assault with wallhack and built in complex shield modules.

The Fit was Suppose to be a Pro-Caldari fit (Only Caldari gear) & reason it's got allot of dampeners & precision mods because I want to be extra sneaky so I can cut my opponents down with my Knife easily.
I'm basically a predator

I dont put damps on my cal scout. That's what my gal scout is for.

Nonononono your doing wrong.
Cal scout's role is to be a scrub with hitbox hax, Uber tankability and Great CPU and PG. It's a Scoult ck.0 or Assauct ck.0 with good regen

Gust of wind blows you're dead. Odds are you won't one-shot any decent suit, most likely won't even two shots decent heavies. They get >1m distance while back peddling or jumping you're good as dead.
Precision enhancers aren't worth it on a Cal scout. You can already scan virtually all med suits and virtually no scouts, it's just a waste, imo.
Proto flux? Why bother?
Not a big fan of the MagSec but what ever floats your boat.
Over all, not a very good fit. Throw some shield extenders and maybe a sidearm damage mod. The damps are fine, but I think using 1 will suffice in pubs, use the other for a KinCat or range extender. Down grade the hives and grenade to open more fitting space, probably the cloak too honestly (ARN works just fine for me).
But if you find this works for you, by all means go for it.

This is what I use when I feel like running a "solo pseudo-assault" suit.
4 complex extenders
1 complex ferroscale plate
1 complex range amp
Kaalakiota Rail Rifle
Bolt pistol
Flux nades
X-3 Nanohives
REs
-600+ ehp
-REs for vehicles/Heavies or for frisbee throwing into groups of reds
-X3 Nanos because they are the best ammo hives to carry in terms of CPU/PG costs
-Flux nades for clearing equipment/stripping shields off infantry and vehicles
-Reactive plate for its 3 hp/s repair
-Range amp to always know where reds are
-RR/BP because they're OP
-Relatively fast movement, strafing, and sprint speeds with maxed biotics
Really, it's one of the best Assault suits around. However, I seldom use mine now because my MinAss has way more eHP, sprint speed, and overall killing potential per CR/Breach SMG magazine. It also performs better in squad play.

I guess it's all about opinion then, considering this fit works well with me, I die rarely around 1 or 3 times and manage to get 20+ kills being undetected, & that Nanohaive is for support use for my team to hold down a point in domination while I'm off stabbing people in the back, the flux, well obviously to take shields out and then finishing off with my Magsec, heck it works well against heavys.
And like I said this suit was intended to be Pro-Caldari so only Caldari weapons and Gear & it turn out well for me atleast it may not look good but try it out to see if your mind changed...
